Heat Pump Sizing and Your HERS Score: The All-Electric Path to Massachusetts Code Compliance

Massachusetts’ 2025 stretch and specialized codes quietly put a thumb on the scale for electrification: an all-electric home only has to hit HERS 45, while a mixed-fuel home (gas heat, gas cooking) must reach the tougher HERS 42. For most projects, the path to that easier all-electric target runs through one decision — the heat pump, and how well it’s sized.

Why the code favors heat pumps

The 3-point difference between 42 and 45 reflects the state’s push toward electrified, fossil-free homes. In HERS modeling, a modern cold-climate air-source heat pump usually outperforms a gas furnace of similar cost on the index — and it removes combustion, venting, and gas-line costs from the project entirely. Add the embodied carbon credit and an all-electric home’s target relaxes further, to HERS 48.

Sizing: where projects win or lose points

Heat pump sizing flows from a Manual J load calculation — not a rule of thumb, and not “same tonnage as the old furnace.” In a tight, well-insulated stretch-code home (3.0 ACH50 or better on the blower door), heating loads run far lower than older homes of the same size, and oversizing hurts twice: it costs more up front and it short-cycles, dragging real-world efficiency below the rated numbers your HERS model claims.

What feeds the HERS score:

  • Cold-climate rating: look for units rated for low-temperature performance — capacity retention at 5°F matters more in Massachusetts than peak SEER2.
  • HSPF2 / SEER2: higher heating and cooling efficiency ratings translate directly into HERS points.
  • Ducted vs. ductless: duct location and leakage count — ducts inside conditioned space, verified by a duct leakage test, keep the model honest.
  • Right-sized backup: electric resistance backup strips points fast if the model leans on it; proper sizing minimizes it.

Get the envelope specs settled first, run the Manual J on the as-designed envelope, then select the heat pump — and bring the specs to your HERS rater before equipment is ordered.
