Low-Carbon Concrete in Massachusetts: How the 3-Point HERS Credit Works (2026)

Massachusetts’ 2025 stretch and specialized energy codes did something no previous code cycle did: they put a number on the carbon in your concrete — and they pay you for beating it. Under section R406.5.2, a home built with qualifying low-embodied-carbon concrete earns a 3-point HERS credit, relaxing the target from HERS 42 to 45 for mixed-fuel homes (45 to 48 all-electric). Three HERS points can be the difference between adding another efficiency measure and passing with the design you already have.

What counts as low-carbon concrete in Massachusetts?

To qualify for the embodied carbon credit, the concrete mix’s Global Warming Potential (GWP) must not exceed 70% of the 2022 NRMCA Northeast regional benchmark average for its strength class. In plain terms: your mix has to prove — through an Environmental Product Declaration (EPD) from the supplier — that it carries at least 30% less carbon than the regional average concrete of the same strength. DOER publishes an Embodied Carbon Credit Calculator and a list of Massachusetts low-carbon concrete providers to document compliance.

How ready-mix suppliers hit the 70% threshold

Cement production is the carbon problem — it accounts for the vast majority of concrete’s footprint. Suppliers get under the benchmark by:

  • Portland-limestone cement (Type 1L) — roughly 10% lower GWP than ordinary portland cement, now widely stocked in New England.
  • Supplementary cementitious materials (SCMs) — slag and fly ash replacing 20–50% of cement content.
  • Optimized mix designs — using 56-day strength specs instead of 28-day where the schedule allows, which lets the mix use less cement.
  • CO2 mineralization — injecting captured CO2 into the mix during batching.

What builders need to do

Ask your ready-mix supplier for a mix-specific EPD (not an industry-average one) before you pour, confirm the GWP number against the NRMCA Northeast benchmark for that strength class, and hand the EPD to your HERS rater. We enter it in the DOER calculator and apply the credit to your rating. The paperwork takes minutes when it’s collected up front — and it’s nearly impossible to reconstruct after the foundation is in.

Is the credit worth chasing?

Usually, yes. Low-carbon mixes in Massachusetts typically price at or near standard mixes, and 3 HERS points buys real flexibility — it can offset a slightly leakier-than-planned envelope or let you skip an upgrade you’d otherwise need.
