The Massachusetts 2025 stretch and specialized codes offer a 3-point HERS credit when a home’s insulation package has a calculated Global Warming Potential (GWP) intensity below 0 kg CO2e per square foot — meaning the insulation stores more carbon than its manufacturing emits. Which insulation you choose now affects your HERS target, not just your R-value. Here’s how the materials compare and where the tradeoffs bite.
Insulation by embodied carbon: the rough ranking
- Cellulose (dense-pack or loose-fill) — carbon-negative: it’s mostly recycled paper, which stores biogenic carbon. The workhorse for hitting a below-zero package GWP. About R-3.7 per inch.
- Wood-fiber boards and batts — also carbon-storing, increasingly available in New England.
- Fiberglass (batts or blown) — low embodied carbon, low cost, but stores no carbon.
- Mineral wool — low-to-moderate GWP with excellent fire and moisture performance.
- Open-cell spray foam — moderate GWP, good air sealing, about R-3.7 per inch.
- Closed-cell spray foam (HFO-blown) — moderate GWP with the highest R per inch (R-6–7) and built-in air/vapor control. Older HFC-blown closed-cell and legacy XPS foam board carried very high GWP; the federal HFC phase-down has cut new products’ numbers dramatically, but check the specific product’s EPD.
The real tradeoffs
R-per-inch vs. carbon: closed-cell foam wins where space is tight — rim joists, cathedral ceilings, short walls — but every board foot works against the below-zero target. Air sealing: foam air-seals as it insulates; cellulose and batts need a deliberate air barrier and careful dense-pack installation to deliver their rated performance in the blower door test (3.0 ACH50 or better for new Massachusetts homes). Moisture: closed-cell doubles as a vapor retarder in the right assemblies; fibrous insulation needs the assembly designed to dry.
The hybrid play that usually wins
Most Massachusetts projects chasing the credit land on a flash-and-fill or cellulose-dominant strategy: a thin application of foam where air sealing and condensation control demand it, then large volumes of carbon-storing cellulose everywhere else. Because the credit is calculated on the whole package’s GWP intensity through DOER’s Embodied Carbon Credit Calculator, a modest amount of foam can be offset by attic and wall cellulose — you don’t have to give up foam entirely.

The credit moves your target from HERS 42 to 45 (mixed fuel) or 45 to 48 (all-electric) — the same value as the low-carbon concrete pathway. On a tight design, that’s the margin that avoids an equipment upgrade.
